France's heatwave plan focuses on heat, not drownings, as deaths rise

France created its heatwave plan after 2003's crisis killed 15,000 people. But it mainly spreads awareness about drowning instead of preventing it. Since 19 June, 301 people have drowned — up 14% after last summer's 135% jump. Europe is warming twice as fast as the rest of the world, and France's weather agency expects future heatwaves to last five times longer than 2003.
