No guarantee of shelter for rough sleepers before police can move them on

The government agency in charge of rough sleeping told RNZ it cannot guarantee a bed for everyone sleeping rough. That contradicts Minister Paul Goldsmith, who said shelter is available around the clock. Police soon gain powers to ask rough sleepers to move off streets. Auckland City Missioner Helen Robinson called it "deeply distressing."
