Health Minister says he did not agree to hiring limits officials called essential

Health Minister Simeon Brown says he never agreed to a plan by senior health officials to keep strict controls on hiring frontline staff, even though a March briefing told him those controls were needed to meet the health budget. Brown says he wrote to Health New Zealand in November urging faster hiring. Why the gap between the briefing and that letter happened remains unexplained.
