Released documents show Health NZ's top leaders told Health Minister Simeon Brown in March that tight rules limiting who can be hired — with senior managers needing to approve new frontline staff — were vital to staying within budget. They expected the limits to continue until mid-2026. The PSA union, which got the documents, called their safety claims "pure fantasy."
