Ngāi Tahu's plan to cut South Island councils from 24 to five

Ngāi Tahu has proposed replacing all 24 local councils in its South Island territory with five larger ones, each based around a major river system. The iwi submitted the plan ahead of the government's 9 August deadline, even though it was not invited to take part in the council-led reform process. Ten other proposals came from South Island councils.
