Hampshire Police Commission Seeks National Inspection of Systemic Failures Behind Student's Death
Hampshire Police and Crime Commissioner Donna Jones has requested His Majesty's Inspectorate of Constabulary and Fire & Rescue Services conduct an urgent review into Henry Nowak's December 2025 killing. The inspection will examine control room protocols, threat communication systems, and frontline officer training—specifically officers' ability to recognize serious internal bleeding. Nowak, 18, died after police handcuffed him despite his statements of being stabbed by Vickrum Digwa, who was sentenced to life imprisonment.
