The inspection will examine control room protocols, threat communication systems, and frontline officer training—specifically officers' ability to recognize serious internal bleeding. Nowak, 18, died after police handcuffed him despite his statements of being stabbed by Vickrum Digwa, who was sentenced to life imprisonment.
