First Lawsuit Challenges U.S. Visa Ban on Content Moderation Researchers

The Coalition for Independent Technology Research, represented by the Knight First Amendment Institute and Protect Democracy, sued Secretary of State Marco Rubio on March 9 in federal court in Washington, D.C. The challenge targets visa restrictions implemented in December 2025 that deny entry to foreign nationals working in trust and safety, fact-checking, and content moderation. Plaintiffs argue the policy violates due process and academic freedom by categorically excluding researchers and advocates based on professional activities rather than specific conduct.
