
Algeria arson death-penalty bill advances to upper house
Algeria's lower house adopted a bill allowing the death penalty for convicted forest arsonists. The text now goes to the Council of the Nation for review. Algeria has maintained a moratorium on capital punishment since 1993. The proposal followed northeastern wildfires that killed at least 12 and President Tebboune's September call for tougher penalties. That restraint now faces a test.
