Italy sets 30% cap on foreign pupils per class

Italy’s Cabinet set a 30% limit on foreign pupils per class on 24 September 2026. Prime Minister Giorgia Meloni had previewed the measure on 20 September. The government says it targets pupils lacking adequate Italian. With 930,000 non-citizen pupils nationally, impact will concentrate where enrolment clusters, especially in the northwest.
