Italy caps foreign pupils at 30% per class

Italy’s Cabinet, the senior ministers, capped non-citizen pupils at 30% per class on 24 September 2026. Prime Minister Giorgia Meloni had previewed the plan on 20 September. The government says it applies to pupils without enough Italian. With 930,000 non-citizen pupils nationally, effects will concentrate where numbers cluster, especially in the northwest.
