Victorian Liberals' court-split plan rests on unproven sentencing claim

The Victorian Coalition says splitting the Court of Appeal into criminal and civil divisions would "push up" sentences statewide via specialist criminal judges setting binding precedent. No empirical evidence has been offered that specialist criminal judges would sentence more harshly than the current mixed bench.
