Japan issues first-ever Level 5 disaster warning for Chiba after record rain kills four

Chiba prefecture, east of Tokyo, received 115mm of rain per hour on August 13 — roughly a full August month's worth — triggering landslides, power outages for 45,000 homes, and the Japan Meteorological Agency's first-ever Level 5 warning for the area. Over 400,000 people were ordered to evacuate. Four people died, three trapped in vehicles. The Disaster Relief Act was applied.
