Ukraine Proposes Black Sea Civilian Ship Ceasefire With Russia; Moscow Has Not Responded

Ukraine proposed a deal, relayed through a third party, for both sides to halt attacks on civilian ships in the Black Sea to reopen a grain corridor vital to its economy. Moscow had not responded as of August 13, 2026. Roughly 90% of Ukrainian grain exports depart from Odesa-area ports now disrupted by Russian strikes. Ukraine's drone campaign has hit nearly 220 vessels since July.
