Original GTA went open-world to avoid building a menu, programmer says

DMA Design lead programmer Keith Hamilton said Grand Theft Auto became open-world because 'we didn't want to have to build a front end,' the menu system outside the action. He spoke at a Grand Theft Auto Origins panel at Games Day 2026 in Dundee, Scotland. Creative director Gary Penn said it was linear, with missions chosen from a menu.
