
ICE's $16.7M shock-glove deal followed Army pain findings
ICE bought 6,000 shock gloves for $16.7 million in August after leaders reviewed Army research on intense pain and immediate compliance, records obtained by American Oversight show. An October 2024 test at Fort Leavenworth found subjects feared being shocked again. ICE describes the gloves as safer tools to distract and control people. The Army study did not assess safety.
