ICE signed a $16.7 million August contract for 6,000 electric-shock gloves after leaders saw Army findings on intense pain and immediate compliance, records obtained by American Oversight show. The October 2024 Fort Leavenworth test found subjects feared repeat shocks. ICE calls the gloves safer distraction tools. The Army report did not evaluate safety.
