Downing Street says City should face punishment if guilty

A spokesperson for Prime Minister Andy Burnham said Manchester City should face consequences if found guilty. The Premier League, English football's top division, said the club systematically broke its rules for nearly a decade. It followed Mr Burnham saying he would be really concerned to lose them over the owners.
