At least three people, including a child, were killed in Russian strikes on Kyiv and its surrounding region on Sept. 30. One of the dead in Kyiv was a city — municipal — worker. Russia says it hit communications and energy sites in Kyiv and port facilities in Izmail. The toll covers the capital and the surrounding oblast, or province.
