UVU Lacked Plan for Kirk Event

Utah Valley University's independent review of the Sept. 10, 2025 courtyard event where Charlie Kirk, 31, was shot dead from a nearby rooftop found no written threat assessment, a formal risk check, and no security action plan. It says UVU left key decisions to Turning Point USA, but no staff acted in bad faith.
