Housing minister drops promise to cap rents

Angela Rayner, who oversees housing policy, told BBC Breakfast that limiting rent rises is "not a way forward at the moment." In May she had promised to bring in rent controls. Rayner said limits tried elsewhere in the UK had not brought rents down.
