The Cook Political Report's Aug. 25 ratings give Democrats a structural edge in the House battleground: 21 Democratic-leaning competitive seats versus 27 Republican-leaning ones. Roughly 48 swing districts are in play — a small enough pool that a late shift could quickly redraw the map. The ratings count 184 Solid Democratic seats and 182 Solid Republican.
