House votes again to urge president to pull U.S. troops from Iran fight, but measure lacks force of law

The House voted 214-208 on July 23 to tell the president to pull U.S. forces out of the conflict with Iran, the second such vote since fighting began in February. Four Republicans joined Democrats. The measure is nonbinding, meaning it cannot force action. The Senate's version failed the same day, 47-49. Trump called the votes "meaningless."
