Sydney Council Can't Approve Its Own Town Hall Square Plan Anymore

Sydney's city council lost the power to approve its own Town Hall Square plan. On 9 October 2026, NSW Planning Minister Paul Scully put the project in a special state-level category, meaning the state, not the council, decides. Scully said the Independent Planning Commission, an outside advisory group, recommended it. He decides unless he hands the job to them.
