NSW strips City of Sydney of approval power for Town Hall Square

NSW Planning Minister Paul Scully declared City of Sydney's Town Hall Square a state significant development on 9 October 2026, removing the council as consent authority for its own project. Scully said he acted after advice from the Independent Planning Commission. The minister is consent authority unless that role is delegated to the Commission.
