Did Fuel From Korea Reach Russia Illegally? Seoul Is Checking

South Korea says it will punish anyone who broke its laws by shipping fuel from Korean ports to Russia. On Oct. 8, its foreign, trade and customs offices said together they are looking into a Guardian report. They will check where ships really went versus what papers claimed before deciding.
