Government says more likely to keep pollution within limits

The Government says it is more likely to keep pollution within set limits, in its formal reply to the Climate Change Commission. The Commission, which gives independent climate advice, warned in July all targets were at risk and time was running out. The ministry said decisions since 31 March had improved confidence.
