Police did not charge staff when watchdog said to

Police did not charge their own staff in 13 cases where the independent watchdog said they should, over the past three years, according to papers reported by RNZ. Police looked into staff 272 times for possible crimes, and charged staff in 86 cases. The papers say police and the watchdog disagreed 17 times on whether to charge.
