MPs must explain rushing laws

Ministers and MPs would have to say in Parliament why a proposed law is skipping its public check, or having time cut short. The Standing Orders Committee, which sets Parliament's rules, suggested it. Louise Upston, who runs Parliament's timetable, said she backed it. Labour leader Chris Hipkins said it was good but should go further.
