MPs must explain skipping committee scrutiny

Ministers and MPs would have to tell Parliament why a bill is skipping select committee, or having its time cut, under a plan from the Standing Orders Committee, which sets Parliament's rules. Leader of the House Louise Upston said she supported it. Labour leader Chris Hipkins said it was good but should go further.
