Police in Ho Chi Minh City arrested nine people and saved over 400 cats in June 2026. They charged them with theft and food safety violations instead of animal cruelty—because Vietnam has no law banning cat or dog meat. About one million cats are killed each year. Without a real ban, enforcement stays weak and scattered.
