Three Countries Now Talk Directly to Libya's Top Military Leader

Qatar's envoy met Saddam Haftar, son of Libya's eastern military commander, in Benghazi on August 27, backing UN efforts to reunify Libya. Turkey and Egypt's defense officials had met him separately before. All three now treat him as their main point of contact with eastern Libya's armed forces, as rival groups work toward elections within two years.
