Tropical Storm Isaias forms, forecast to hit Gulf Coast as hurricane

Tropical Storm Isaias formed early Wednesday off eastern Mexico, succeeding Tropical Depression Nine. With 40-mph winds, it was forecast to become the season's first hurricane as early as Thursday and strike the U.S. Gulf Coast as soon as Friday evening.
