16-year-old held 22 hours a day for six weeks in adult prison

Victoria's ombudsman found a 16-year-old spent an average of more than 22 hours a day in his cell for six weeks after transfer from Parkville Youth Justice Precinct to Melbourne Assessment Prison, a maximum-security adult facility, in early 2025 following an attack on staff. The ombudsman said conditions bordered on solitary confinement, with no in-person family visits.
