Tropical Storm Bertha, which hit Louisiana on July 22, is heading west toward the upper Texas coast. The National Hurricane Center expects a second landfall on the evening of July 23 before the storm dissipates overnight. Sustained winds are near 45 mph. Warnings span Morgan City, Louisiana, to Sargent, Texas. Main threats: 1–3 feet of storm surge and 2–4 inches of rain with possible urban flash flooding.
