After striking Louisiana on July 22, Tropical Storm Bertha is tracking west toward the upper Texas coast, where the NHC expects a second landfall on the evening of July 23 before dissipation overnight. Sustained winds are near 45 mph. Tropical storm warnings stretch from Morgan City, Louisiana, to Sargent, Texas. Primary threats are 1–3 feet of storm surge and 2–4 inches of rain with possible urban flash flooding.
