England would drop to eighth or ninth with a man off, says RFU chief Sweeney

England are the second-best side in the world with all 15 players on the pitch, RFU chief executive Bill Sweeney says. He claims they drop to eighth or ninth with one man sin-binned, a ten-minute spell off the pitch, and blames discipline. Coach Steve Borthwick is working on it with the players. England open against Australia on Sunday.
