Average full-price premiums for federal and state ACA marketplace plans are set to rise roughly 13% for 2027, according to a KFF analysis reported October 31, 2026. "Full-price" means the premium before federal premium tax credits, the subsidies that lower what eligible enrollees pay, so subsidized costs are a separate calculation. Open enrollment began November 1 in most states.
