Bill C-39 would add a 21-day special mediation step before Ottawa could intervene in federally regulated labour disputes, such as those at airlines. A mediator would report if talks fail. The minister would have to evaluate that report before acting. The bill proposes changes to Section 107 of the Canada Labour Code, which lets Ottawa order workers back to work.
