Chicago Shooting Victim Sues U.S. Under Tort Claims Law

Marimar Martinez is suing the U.S. government after a Border Patrol agent shot her seven times in Chicago.

Martinez, a U.S. citizen, says Agent Charles Exum shot her Oct. 4, 2025, during Operation Midway Blitz. She sued Oct. 5, 2026, under the Federal Tort Claims Act, which lets citizens sue Washington. Prosecutors charged her, dropped the case a month later.
