Fiji says COP28 fossil-fuel deal is final

Fijian Prime Minister Sitiveni Rabuka says the 2023 COP28 deal, when all countries in Dubai agreed to transition away from fossil fuels, cannot be renegotiated. He set that position at Fiji's pre-COP summit ahead of year-end COP31. I expect this to be the Pacific bloc's red line, its non-negotiable demand, in talks.
