Crown concedes 13-day enrolment cutoff breaches Bill of Rights, opposes declaration

The Crown agrees the 13-day enrolment cutoff in the Electoral Amendment Act breaches the Bill of Rights Act. But it told the Wellington High Court a declaration of inconsistency — a formal ruling a law breaches rights — is unnecessary. Counsel Peter Gunn called Christopher Carroll's case for one "unconvincing", saying a future government would already know of the breach.
