Crown admits 13-day enrolment cutoff breaches Bill of Rights, says no declaration needed

The Crown accepts the Electoral Amendment Act's 13-day enrolment cutoff is not compliant with the Bill of Rights Act, but told the Wellington High Court a declaration of inconsistency is unnecessary. Counsel Peter Gunn called Christopher Carroll's case for a declaration "unconvincing", arguing a future government would already know of the breach.
