Latvia Votes With Kulbergs Expected to Finish First

Latvians voted Oct 3, with Prime Minister Andris Kulbergs' United List at about 20% in polls and expected to finish first. Kulbergs took over in May after his predecessor quit over stray drones from Ukraine entering Latvian airspace. Winning first still means negotiating partners to win a majority in the Saeima, Latvia's parliament, shaping defence and Ukraine policy.
