Bolton says Ottawa, Washington missed full probe of Russian role in Havana illnesses

Former U.S. national security adviser John Bolton says Ottawa and Washington did not fully investigate whether Russia used directed energy — focused beams that can hurt people — against diplomats in Cuba. In an Oct. 2 Globe and Mail interview, he said he suspects Russia. Canada's task force said Feb. 24 it found no evidence to explain staff symptoms.
