Senate Blocks Stock-Trading Bill in 53-47 Procedural Vote

The Senate blocked the Stop Insider Trading Act on Sept. 30. A 53-47 vote to start debate fell seven short of 60 needed. All Democrats and independents voted no on the House-passed bill. Democrats said its voter ID rule was a 'poison pill' and its trading limits were too weak. The vote came five weeks before the Nov. 3 midterms.
