Senate Blocks Bill on Lawmakers Buying Stocks

The Senate stopped the Stop Insider Trading Act on Sept. 30. A 53-47 vote to begin discussion fell seven short of 60. All Democrats and independents voted no on the House-passed bill. Democrats said its voter ID add-on spoiled the deal, like a poison pill, and stock-trading rules were too weak. Vote was five weeks before Nov. 3 midterms.
