Senate Blocks Stop Insider Trading Act in 53-47 Vote

The U.S. Senate blocked the Stop Insider Trading Act on September 30, after a 53-47 vote to open debate fell seven short of 60. Every Democrat and independent opposed advancing the House-passed bill. Democrats called its voter ID provision a "poison pill" and said trading curbs were too weak. The vote came five weeks before November 3 midterms.
