Trump proposes pocket rescission to cancel $810 million before deadline

President Trump proposed canceling $810 million in spending approved by Congress days before the fiscal year ends Sept. 30, NPR reported Sept. 28. The proposal uses a pocket rescission, which cancels funds without giving Congress the usual 45 days to review. Trump used the same tactic last year.
