President Trump proposed withholding $810 million in congressionally approved spending days before the Sept. 30 end of the fiscal year, NPR reported Sept. 28. The pocket rescission would cancel funds without giving Congress 45 days to weigh in. It is the second year in a row Trump has used the tactic.
