Europe Warns of Rising Russian Sabotage and Cyberattacks

European ministers warned Sept. 23, 2026 that Russia is stepping up sabotage, cyberattacks and other hybrid attacks — disruptive actions meant to pressure without open war — to weaken support for Ukraine. Russia calls the claims baseless. The question now is whether Europe can agree on the evidence and how to respond together.
